$ActionSendStreamDriverPermittedPeer and can be used both for
fingerprint and name authentication (similar to the input side)

added fromhost-ip properties and some bugfixes
...
- bugfix: TCP input modules did incorrectly set fromhost property
(always blank)
- bugfix: imklog did not set fromhost property
- added "fromhost-ip" property
- added "RSYSLOG_DebugFormat" canned template
- bugfix: hostname and fromhost were swapped when a persisted message
(in queued mode) was read in

project status is now a web-exclusive
...
... and no longer part of the tarball. This solves a couple
of update issues when new versions inside the other branches
are released. It is still kept in git, so that we have a record
of it. To make sure which version the documentation is, the
version info has been moved to the main manual page.
