* build: default-enable impstats-push and align CI containers Enable impstats-push by default and keep configure strict when dependencies are missing. Update CI/container definitions for distro differences (CentOS/OpenEuler/Ubuntu and workflow overrides), add explicit --disable-impstats-push where impstats is disabled, and fix impstats protobuf generation for distcheck/VPATH builds.
