Rainer Gerhards f8b0b712c1 ci: add s390x run_checks job
Why
The armhf job already gives CI a low-cost emulated path for a
non-native architecture. Adding s390x extends that coverage to another
important Linux target without needing dedicated runner capacity.

Impact
CI now builds and runs the reduced testbench configuration for s390x.

Before/After
Before, run_checks covered armhf via QEMU but had no s390x variant.
After, the same workflow also exercises s390x through Docker QEMU.

Technical Overview
Add an s390x entry to the arm_CI matrix on ubuntu-24.04 with
linux/s390x and QEMU enabled.
Rename the cached dev image tag and cache scope from arm to cross so
the workflow names match the new multi-architecture behavior.
Route s390x through the same reduced configure path used for armhf,
which avoids the heavier asan-oriented arm64 configuration.
Fix a spelling error in runtime/conf.c so the changed-files filter sees
a core C file update and triggers the build path during validation.
