When no cert/key is configured, we specificially allow ANON ciphers (ANON-DH). We could also allow ANON-ECDH if necessary, but has been commented our for now. See: https://github.com/rsyslog/rsyslog/issues/3415 See: https://github.com/rsyslog/rsyslog/issues/3413
