Root permissions are uncommon in the CI environmen (requires very special setup). Test skip if run under non-root, but that pollutes the testbench result. So the default now is not to do that. The can still be activated via --enable-root-tests configure switch. closes https://github.com/rsyslog/rsyslog/issues/2192
