Rainer Gerhards 170bf66556 refactor stats system: do use cstr only if needed 
There are probably more areas that could be changed, but this is
a good self-sufficient change.

Module omkafka now exposes config-param (reopenOnHup) to allow ignoring HUP as far as producer-session is concerned. Regardless of this flag, it still re-opens error-log-file on HUP, but does not re-open the kafka producer session if flag is disabled. Defaults to re-opening kafka-producer session (value on) on HUP in favor of backward compatibility.
